I'm wondering if I can use Matrix component with Microsoft C#.Net

Yes of course you can use it with C#.
When you install MaXC in the samples directory (default location is C:\Program Files\Matrix ActiveX Component 3.1\Samples) you will find a simple sample project in C#.
